DoNER Reviews Progress on North-East Economic Corridor Plans

Following the consensus reached during the 72nd plenary meeting of the North Eastern Council in Agartala in December 2024, the Ministry of Development of North Eastern Region constituted eight High-Level Task Forces, each chaired by a Chief Minister from the region. The Task Force on the North-East Economic Corridor (NEEC) is convened by the Chief Minister of Mizoram, with the Union Minister for DoNER and the Chief Ministers of Assam, Meghalaya and Manipur as Members. Its mandate includes assessing existing economic infrastructure, identifying gaps, and formulating strategies to attract investment into the North East. Three meetings of the Task Force have been held.
Projects sanctioned under the PM-DevINE scheme are implemented by the respective State Implementing Agencies, which carry primary responsibility for monitoring. The Ministry supplements this through Field Technical Support Units, Project Quality Monitors, Third-Party Technical Inspection Agencies, and inspections by officials of DoNER and the North Eastern Council.
Flood management and anti-erosion works are undertaken by the State Governments in line with their priorities, with support from the Union Government. To strengthen flood-control measures, the Union Government implemented the Flood Management Programme during the XI and XII Plans, which later continued under the Flood Management and Border Areas Programme until 2025–26. Over the past decade, 24 projects relating to flood control and anti-erosion works, valued at Rs 3457.4 crore, have been sanctioned in the North Eastern States under NEC and NLCPR schemes.
Sanctioned infrastructure projects are also onboarded onto the PM Gati Shakti portal to improve planning and execution. On-site monitoring is carried out through inspections by NEC and DoNER officials, supported by third-party quality checks involving PQMs, TPTIs and FTSUs.
