KTR Questions Bidder Disqualifications in Rs. 32.96 bn Road Project

BRS working president KT Rama Rao has alleged irregularities in the Rs. 32.96 bn Radial Road-2 tender process and sought cancellation of the tenders, along with a comprehensive inquiry. He questioned the disqualification of bidders, contract pricing and the award of packages at prices allegedly higher than estimates.

In an open letter to Chief Minister A Revanth Reddy, Rama Rao sought the release of all tender documents and explanations for the decisions taken during contractor selection. The project involves an 81.15-km greenfield expressway from the Outer Ring Road at Budvel to NH-167N near Kodangal and has been divided into three packages.

Rama Rao questioned whether the tender process was transparent and whether technical eligibility criteria were applied uniformly. Tender details cited in his letter stated that bids were submitted by September 30, 2026, while technical evaluation, eligibility assessment, financial bid opening and allocation were completed by October 8. He questioned how 13 bids could have been evaluated within approximately five working days.

Package I was awarded to NCC for Rs. 12.86 bn, reportedly 3.95 per cent above the estimated cost. Package II was awarded to BVSR and Package III to GKC. Rama Rao sought the estimated costs, quoted prices, comparative statements and final contract values for all packages, as well as technical evaluation reports and reasons for each bidder’s disqualification.

He cited an alleged inconsistency involving GKC, which was disqualified for Package I but qualified for Package III, while BVSR reportedly qualified for Packages I and II but was disqualified for Package III. Referring to court submissions by Sushi Infra and Mining, he said its disqualification could cause an alleged loss of approximately Rs. 6 bn to the State and sought an investigation.

Rama Rao also raised concerns about Radial Road-1, citing an estimated cost of Rs. 5.91 bn and an alleged final allocation around 15 per cent above the estimate. He sought a special Comptroller and Auditor General audit of Hyderabad Metropolitan Development Authority and Hyderabad Growth Corridor contracts exceeding Rs. 100 mn awarded during the past three years, along with a white paper on tendering and contract allocation.
