Private and government agencies, along with builders, seeking to excavate near Mumbai Metro 3 will have to pay for a No-Objection Certificate (NOC) from the Mumbai Metro Rail Corporation (MMRCL). The fee will apply to work near the underground Aqua line between Cuffe Parade and Aarey-JVLR.
