Lok Sabha MP Dilip Saikia outlined a series of measures aimed at the development of Silchar, prioritising the mitigation of waterlogging, improvement of drainage, enhancement of waste management, reduction of traffic congestion and strengthening of public infrastructure. He said the Bharatiya Janata Party had received 249 nominations for the 42 wards of the Silchar Municipal Corporation and that the party's proposed urban development agenda would focus on improving basic civic infrastructure and making essential services more accessible to residents.

On the recurring problem of waterlogging during the monsoon, Saikia said plans would be drawn to install pumping stations in several vulnerable localities including Shillong Patti, Ambika Patti, Malugram, Tarapur, Rangirkhari, Sonai Road, Link Road, Saratpally and Bilpar. He proposed widening and deepening the Rangirkhal, Baris Canal and Langai Canal and connecting them with the Ghagra and Barak rivers to increase the city's drainage capacity. The proposals also envisage covered reinforced cement concrete drains in every ward coupled with a regime of regular cleaning and maintenance of the drainage network.

Waste management formed a key component of the development plan, with an objective to ensure 100 per cent door-to-door garbage collection and segregation of waste at source, while monitoring of the collection system would be enabled through QR codes. Saikia indicated that the administration would establish a service centre in every ward to enable residents to access various civic and public services more conveniently. The agenda further includes the establishment of skill development centres for young people and the creation of safe public spaces for senior citizens, women and persons with disabilities.

To address traffic congestion, the proposals include designated parking zones, dedicated e-rickshaw stands, improved footpaths, streetlights and deployment of CCTV cameras, alongside plans for multi-storey parking facilities. Saikia also said that 50 Trinamool Congress workers and supporters had joined the Bharatiya Janata Party in his presence, underscoring the party's local mobilisation. He indicated that implementation would follow prioritisation of vulnerable areas and coordination between municipal and riverine management agencies.
