Gurugram, Nuh Consumers to Get Choice of Power Distributors

Electricity consumers in Gurugram and Nuh will be able to choose between existing suppliers and a new distributor after the Haryana Electricity Regulatory Commission granted Eleven Power a 25-year parallel distribution licence. The licence covers all consumer categories across the two revenue districts and marks the first time a private company has received such approval for Gurugram.

Supply is proposed to begin in FY2027-28, with consumers able to switch once Eleven Power’s network reaches their area. The licence covers five divisions: Gurugram Suburban, Gurugram City, Manesar, Sohna and Nuh. The company plans to develop the network in phases over five years, beginning with Nuh, while installing underground cabling across Gurugram and a mix of underground and overhead infrastructure in Nuh.

Eleven Power, incorporated in 2025 and part of the Eleven Group, plans to invest Rs. 47.17 bn between FY2026-27 and FY2030-31, subject to regulatory oversight. It has proposed sourcing 80 per cent of its electricity from renewable sources and the remainder from thermal generation. The company must submit a detailed first-phase implementation plan and a consumer switching protocol within 60 days.

The application faced objections from state power distribution and transmission utilities, engineers, employee unions and public representatives. Uttar Haryana Bijli Vitran Nigam (UHBVNL) had 20,603 pending applications involving 770.407 MW as of September 30, 2025, while Dakshin Haryana Bijli Vitran Nigam had 108,590 applications involving 1,642.542 MW as of October 1, 2025. The combined pending load was 2,412.949 MW.

Dakshin Haryana Bijli Vitran Nigam also argued that the proposed investment was inadequate to establish a network serving all consumers without discrimination. Haryana Vidyut Prasaran Nigam raised concerns that the company could initially focus on commercially attractive industrial and commercial consumers near high-voltage substations. HERC said phased development was permissible if statutory obligations and rollout timelines were met, but clarified that the decision would not establish a precedent for similar applications elsewhere in Haryana.
