The Odisha State Cabinet, chaired by Chief Minister Mohan Charan Majhi, cleared a broad package of development projects aimed at affordable housing, clean water, tourism and urban infrastructure across the state. The government reduced stamp duty and registration fees to less than one per cent for affordable housing units up to 60 sq. m under the Pradhan Mantri Awas Yojana Urban 2.0 scheme. It also approved a Rs 5 bn Waterfront Development Scheme to clean, rejuvenate and beautify riverfronts and urban water bodies over five years.

The capital will receive major utility upgrades, including a Rs 1.12 bn project to provide a round-the-clock drinking water supply to new Town Planning scheme areas under the Bhubaneswar Development Authority, with completion scheduled by April 2028. To reduce pollution entering the Daya River, the cabinet sanctioned a Rs 1.01 bn sewage treatment plant at the Gangua Nallah confluence to intercept and treat wastewater. These measures are designed to improve urban water service reliability and environmental outcomes.

For agriculture and rural water supply, two significant projects were approved. A Rs 1.94 bn spillway for the Brutang Irrigation Project will assist the irrigation of 23,300 hectares of drought-prone farmland across 309 villages in Nayagarh. In Sambalpur, a Rs 4.40 bn bridge-cum-barrage will replace the heavily damaged Ayodhya Sagar weir on the Mahanadi River, securing local drinking water supplies and supporting fisheries.

The cabinet launched a Rs 15 bn Tourism Land Bank to allocate around 5,500 acres of investment-ready land at destinations such as Chilika, Puri and Konark over the next five years to encourage development of hotels and resorts. The measure is intended to promote the hospitality sector and attract structured investment in coastal and cultural tourism nodes without altering existing land ownership. Officials indicated the initiative aims to provide ready parcels for planned tourism development.

Officials also approved a waiver of over Rs 1.3 mn in land revenue for the National Disaster Response Force for an approach road to the Mundali complex in Cuttack in recognition of public service. The package forms part of a wider push to strengthen urban amenities and regional connectivity.
