SJVN is acting as the Renewable Energy Implementing Agency (REIA) for the implementation of a 265 MW/530 MWh standalone Battery Energy Storage System (BESS) at the Panipat Thermal Power Station in Haryana. The company has invited bids for the tender with a submission deadline of 21 August 2026, requiring bidders to offer the full project capacity. The project is split into two components and is intended to bolster grid flexibility and peak management for the procurer.

Project-1 comprises a 250 MW/500 MWh BESS that will receive support under the Viability Gap Funding (VGF) Scheme backed by the Power System Development Fund (PSDF), while Project-2 comprises a 15 MW/30 MWh BESS supported under the State Component of the VGF Scheme. Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) has appointed SJVN as Implementing Agency and Intermediary Procurer for the works. The tender requires a single bid covering both components and permits each bidder, including parent, affiliate or group companies, to submit only one proposal.

The selected developer will have flexibility to determine plant configuration and power evacuation infrastructure subject to technical feasibility and must establish both components at the designated site so they remain physically identifiable up to plant power system stabilisation. The BESS must connect to the designated bay at the 220 kV Haryana Power Generation Corporation Limited (HPGCL) substation located within the premises of the 710 MW Panipat Thermal Power Station. The annual lease rent for project land has been fixed at Rs. 1 per acre per annum.

Developers will be eligible for VGF of up to Rs. 1.8 mn per MWh for the PSDF-backed allocation of 500 MWh, with the grant treated as a one-time, non-recurring expenditure fully funded through PSDF. For the 30 MWh State Component allocation developers will be eligible for VGF of up to Rs. 1.8 mn per MWh or 30 per cent of the capital cost, whichever is applicable, funded through Central Grant under State Component. The tender specifies that any bid offering a capacity other than the quoted 265 MW/530 MWh will be rejected.
