SECI Invites Bids For National Renewable Power Trading Partner
The selected partner will support SECI in marketing surplus and untied renewable power and improving market access for green energy projects through multiple trading models, including short-, medium- and long-term arrangements up to 25 years. The scope covers trading of untied renewable capacity and power available from existing power purchase agreements where buyers have not commenced offtake.
The collaboration also covers development of renewable energy and storage projects such as solar plants, wind farms, hybrid projects, battery energy storage systems and pumped storage projects, with the trading partner required to take a minimum equity share of 26 per cent in joint ventures or special purpose vehicles for capital expenditure. The initial engagement will be for three years with a one-year extension option subject to performance and mutual consent.
Bidders must meet technical and financial eligibility criteria, including an average annual power trading volume of 10,000 million units (10 bn units) over the last three financial years and experience in engineering, procurement and construction or development of renewable projects totalling at least 50 megawatt (MW). Financial requirements include a minimum average annual turnover of Rs 4.22 billion (Rs 4.22 bn) and a positive net worth. SECI will evaluate bids on a quality cum cost based selection basis with 75 per cent weightage for technical capability and 25 per cent for the financial bid, and the tender requires an earnest money deposit of Rs 1.2 million (Rs 1.2 mn) with micro and small enterprises exempt and a performance security of Rs 6 million (Rs 6 mn) to be furnished within 15 days; bids will remain valid for 180 days.
