Section 3(a) Notification Issued For Kochi Outer Ring Road

The land acquisition process for the Aroor-Angamaly National Highway 544 Bypass (NH 544 Bypass), known as the Kochi Outer Ring Road, will gain pace after the publication of a Section 3(a) notification under the National Highways Act, 1956. The project covers a 50-km, eight-lane alignment linking Aroor and Angamaly and aims to improve freight and commuter movement around Kochi. Authorities indicated the notification initiates statutory procedures for land identification and compensation and provides a legal basis for further acquisitions. The publication follows consultations with state agencies and preliminary surveys.

The new notification will be followed by the reissuing of the 3(a) notification to continue acquisition on an extended alignment. A previous 3A notification issued in 2024 for a 44-km, six-lane highway linking Angamaly and Netoor had expired that year, it was reported, owing to a lack of follow-up action. The present measures revise the alignment and lane configuration to address growing traffic projections and to integrate with existing national highway networks. Officials have clarified that the revised scope extends the route to include additional nodal points.

With statutory steps now initiated, land acquisition work is set to move into detailed measurement and valuation stages and to involve local revenue officers and revenue courts where disputes arise. Compensation frameworks will follow central guidelines while adapting to local land values and socio-economic conditions. Coordination between the national highways authority and the Kerala government will be important for timely clearance of encumbrances and utility shifting. Project management teams will also plan for environmental clearances and resettlement measures where required.

Once acquisitions proceed, the bypass is expected to ease congestion on arterial roads and to support industrial and port connectivity, enhancing regional logistics. The expanded eight-lane design is aimed at long-term capacity needs while allowing phased construction to reduce disruption. Timelines for completion will depend on the pace of land transfers, clearances and procurement of contractors. Authorities have emphasised continued monitoring and interagency coordination to ensure progress.
