Goa Floats Rs. 270.4 mn PPP Tender for Panaji Port

The Captain of Ports (CoP) Department of the Goa Government has invited bids for a Public-Private Partnership project estimated at Rs. 270.4 mn to operate and maintain the Captain of Ports Terminal Building in Panaji, manage a network of jetties and develop a yacht docking station. The concession will run for 30 years and may be extended by 10 years under a Leave and License model.

The selected operator will manage the terminal on Dayanand Bandodkar Marg, which covers approximately 3,205 sq. m. across its ground and upper floors. Facilities include commercial spaces, a rooftop restaurant with indoor and terrace dining, an open-air amphitheatre, a ground-floor cafeteria and three passenger ticketing counters. The building was constructed at a cost of Rs. 488.7 mn.

The concessionaire will also take over six existing facilities, including the CoP main and floating jetties in Panaji, the Ferry Ramp floating jetty, the Old Goa main and floating jetties and Betim jetty. Three additional floating jetties near Kala Academy, Mahaveer Garden and the Bhagwan Parshuram Statue will be transferred after commissioning.

Under the project, the private partner must finance, design, construct and operate a 200 m by 6 m concrete floating jetty and mini-terminal near Divja Circle within three years. The facility must accommodate at least 40 vessels, while three berthing slots will remain free for coastal police and government vessels. The concessionaire will pay an upfront fee of Rs. 12 mn and an annual licence fee, with the higher of that fee or 5 per cent of gross project revenue payable to the department.

Passenger charges will be capped at Rs. 25, with berthing fees limited to Rs. 30,000 per month, or Rs. 15,000 if central scheme funding is used. Casino-linked entities are barred from bidding. Security obligations include ISPS compliance, AI-enabled facial-recognition CCTV, continuous security and a utility workboat capable of at least 20 knots. Bids must be submitted online by October 23, 2026, with an earnest money deposit of Rs. 2 mn.
