Satheesan Envisages Kerala as an Integrated Port City

Kerala’s new United Democratic Front government plans to develop an integrated port-based logistics network, with the objective of turning the entire state into one port city, Chief Minister V D Satheesan said. The proposed development strategy covers aviation, maritime infrastructure, tourism, micro, small and medium enterprises, education and other sectors.

The government has begun work on connecting Kerala’s ports and making better use of its 600-km coastline. It plans to shift a significant share of cargo movement from roads to the sea to ease traffic congestion, while developing cruise tourism, linking the state’s 44 rivers and improving exports of agricultural products and spices.

The state budget has proposed a Southern Economic Corridor, comprising port-based activities in Thiruvananthapuram, a mineral corridor in Kollam and blue economy projects in Alappuzha. Satheesan said Kerala’s population density and land-use restrictions covering forests, paddy fields and coastal zones posed challenges to new industrial development, despite the state’s wider advantages.

The government also plans to develop Kerala as an aviation hub by using the proximity of its four international airports. Projects under consideration include an international convention centre in Kochi, a maintenance, repair and overhaul (MRO) facility, a pilot training institute and helicopter training facilities in Kannur, along with cargo and logistics services.

Satheesan said the proposed transfer of shares in Vizhinjam International Seaport to Mediterranean Shipping Company was being examined by an empowered committee headed by the Chief Secretary. The transfer requires state approval and strategic clearance from the Union Ministry of Home Affairs. The government’s priorities are protecting state interests, preventing monopolistic practices and ensuring access to common services.

He said the government had implemented free travel for women on KSRTC buses and established a Department for Senior Citizens during its first 100 days. It had also increased salaries for ASHA and Anganwadi workers. The administration is preparing programmes for disaster-resilient development, supported by consultations on education and healthcare and a stated focus on long-term economic planning.
