Lucknow Development Authority Plans Expansion Through Land Pooling

The Lucknow Development Authority (LDA) is pursuing planned urban expansion through a land pooling model aimed at improving housing, infrastructure and employment opportunities while protecting the interests of farmers. The approach is being implemented through Naimish Nagar and Varun Vihar, two large developments in the northern and southern parts of Lucknow.

Naimish Nagar covers approximately 4,100 acres and is being planned as a mixed-use urban centre with road networks, sewerage and water-supply systems, underground electricity, green parks, community facilities, educational institutions and healthcare services. Its proposed cultural, wellness and meditation facilities are also intended to support tourism and improve the area’s liveability.

Varun Vihar spans approximately 6,580 acres and is being developed as a major residential, commercial and industrial destination. The project includes logistics facilities, industrial opportunities, green areas, a central park, water bodies and improved links to expressways. The planned expansion is expected to create employment and provide local young people with opportunities closer to home.

The LDA is also developing an approximately 3,490-acre IT City and a 1,200-acre Wellness City through a participatory model rather than conventional land acquisition. Landowners contribute land for planned development and receive developed plots equipped with roads, electricity, water supply, sewerage and green spaces, potentially increasing the long-term value and utility of their holdings.

IT City is intended to support information technology companies, startups, innovation, corporate offices and knowledge-based industries, while Wellness City is designed around hospitals, medical institutions, research facilities, wellness centres and senior-care services. Together, the projects are expected to strengthen Lucknow’s technology, healthcare, industrial and logistics sectors. Improved connections to highways, expressways, the Ring Road and Kisan Path are also expected to benefit surrounding rural areas. The LDA said direct payments to farmers, developed plots for landowners, employment generation and improved public amenities form the core of its planned urbanisation model.
