DPDP Act Introduces Simplified Compliance For Start-Ups

The Digital Personal Data Protection Act, 2023, along with the Digital Personal Data Protection Rules, 2025, was notified on 13 November 2025, setting timelines for the implementation of various provisions. Under the Rules, the Digital Data Protection Board has also been constituted.

The Act and Rules establish a simplified compliance framework for start-ups and specified categories of data fiduciaries. They also empower the Government to identify jurisdictions where cross-border transfer of personal data may be restricted.

To support smooth adoption, the Government is undertaking extensive awareness initiatives to educate citizens on their rights and responsibilities under the legislation. Capacity-building measures such as workshops, conferences, expert sessions and digital outreach campaigns are also being rolled out.
