Balewadi MHADA Housing Project Faces Access Dispute

A road-access dispute at the 43 Private Drive housing project in Balewadi has left beneficiaries of the September 2025 Pune MHADA lottery without a clear route to their allotted flats. The dispute has prompted demands for immediate action by the Pune Municipal Corporation (PMC) and an inquiry into how the homes were accepted without an operational approach road.

Raviraj Kale, Maharashtra president of the Aam Aadmi Party’s youth wing, has asked the PMC building department to register criminal cases against developer Sachin Bhandari and the project architect if violations are established. He has also sought cancellation of the architect’s licence, an inquiry into municipal and MHADA officials, and the opening of the road shown in the approved layout.

The MHADA flats are in a separate building behind a commercial information-technology building within the development, which comprises four to five residential wings. The MHADA building contains four flats, but beneficiaries reportedly have no usable direct access. The route is described as locked and obstructed by potholes and overgrown vegetation. Kale said the road beside an older residential building was to be developed by the PMC, but three to four years after approval and about a year after the completion certificate, it had not been built.

The 43 Private Drive residents’ society has reportedly erected a wall and maintains that the route is an internal road for its residents. Beneficiaries have allegedly approached the developer, the PMC building department and MHADA for about six months without a resolution. Bhandari rejected the allegation that the developer blocked access, saying the 7.5-acre layout has a single road serving the residential buildings and MHADA structure. He said relevant orders recognise them as one layout and that he had complained to the PMC about the society’s obstruction.

Society chairman Moreshwar Balwadkar disputed Bhandari’s account, saying the society was not informed about the MHADA building or its access requirements during construction. He said the PMC should complete the 9 m road in the development plan, with about 50 ft of work remaining, and questioned how MHADA accepted a building without functioning access. The PMC and MHADA have not provided a response in the report. Kale has warned of agitation if the road is not opened and the requested inquiries are not initiated.
