Pune MHADA Residents Face Access Crisis at Balewadi Housing Project

Residents allotted flats through the Maharashtra Housing and Area Development Authority (MHADA) lottery at the 43 Private Drive project in Balewadi, Pune, are facing difficulty accessing their homes because the road shown in the approved plan has not been completed. A local report said the issue has led Aam Aadmi Party youth wing leader Raviraj Kale to seek action against the developer, architect and officials involved in approving and accepting the housing units.

The MHADA flats are located in a separate building behind a commercial and information technology building within the wider development. The project was approved about 3 to 4 years ago and received a completion certificate around a year ago, although the access route shown during approval remains unfinished. Residents have been visiting the developer, Pune Municipal Corporation’s building department and the MHADA office for about six months, according to the report.

The existing route reportedly has locks, large potholes and overgrown vegetation. A wall constructed by the society of another residential building has further restricted access. The society maintains that the disputed route is an internal road and that MHADA residents do not have the right to use it.

Kale has sought criminal cases against developer Sachin Bhandari and action against the architect over alleged inaccuracies in the access details submitted for approval. He has also demanded an inquiry into the municipal corporation’s completion certificate and MHADA’s acceptance of the flats without confirming functional access. He warned that the AAP youth wing would protest if the route was not opened.

Bhandari, associated with SS Properties, has disputed the allegations and said the approved layout included a road serving the four MHADA flats. He said the society was responsible for the obstruction and that a complaint had been filed with the municipal corporation. Society chairman Moreshwar Balwadkar rejected claims of deliberate obstruction, saying the municipal corporation should complete the 9-metre road shown in the development plan. He said only about 50 feet of work remained. No final decision by the municipal corporation or MHADA on the dispute had been reported.
