Centre, State Ministers to Discuss Highway Plans at Chintan Shivir

NEW DELHI: Union and state road ministers, senior officials and highway development agencies will meet for two days at Ekta Nagar in Gujarat to discuss challenges related to the development and delivery of highway infrastructure. The conclave, titled Chintan Shivir, will begin on Monday.

Union Minister for Road Transport and Highways Nitin Gadkari, along with ministers of state Ajay Tamta and Harsh Malhotra, will attend the inaugural session. Representatives from the Ministry of Road Transport and Highways (MoRTH), state public works departments, implementing agencies and other stakeholders are also expected to participate.

The meeting will examine implementation challenges and consider innovative and replicable approaches, policy measures and institutional interventions to improve project delivery, quality, road safety and efficiency. It is intended to strengthen coordination between the Centre and states while enabling the exchange of field-level experiences and practical solutions.

Five thematic sessions will form the core of the programme. These will cover PM GatiShakti and integrated infrastructure planning, land acquisition and Bhoomi Rashi, Model Concession Agreements and ratings, the design of safe highways, and quality assurance and project monitoring.

The PM GatiShakti session will address coordinated planning for infrastructure development, while discussions on land acquisition will examine obstacles affecting project implementation and ways to facilitate smoother execution. Contractual and implementation issues will be considered under the session on concession agreements and ratings, and road safety will be examined in relation to highway planning and development. The final session will focus on strengthening quality controls, monitoring systems and project outcomes.

The ministry has described the Chintan Shivir as a platform for focused, outcome-oriented deliberations and actionable solutions. The discussions are aimed at improving cooperation between the Centre and states and supporting the development of safer, higher-quality and future-ready highway infrastructure.
