Bharat Petroleum Corporation Limited (BPCL) signed three landmark Memoranda of Understanding (MoUs) with Oil India Limited (OIL), Numaligarh Refinery Limited (NRL) and Fertilisers & Chemicals Travancore Limited (FACT) during the 28th Energy Technology Meet 2025 held in Hyderabad. The signing took place in the presence of Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas (MoPNG).
These agreements mark major milestones in BPCL’s integrated growth strategy across refining, petrochemicals, green energy, and logistics infrastructure, reinforcing its commitment to a sustainable and self-reliant energy future for India.
Collaboration on Greenfield Refinery and Petrochemical Complex
BPCL and OIL signed a non-binding MoU to explore collaboration in developing BPCL’s upcoming Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port, Nellore district, Andhra Pradesh.
The proposed facility, with a refining capacity of 9–12 Million Metric Tons Per Annum (MMTPA) and an estimated investment of Rs 1 trillion (US$11 billion), will serve as a cornerstone of India’s downstream expansion. Under the agreement, both companies will evaluate joint opportunities, including the possibility of OIL taking a minority equity stake in the project.
The project has already secured key statutory clearances and 6,000 acres of land from the Government of Andhra Pradesh, with pre-project work underway.

The Ramayapatnam complex will include a 1.5 MMTPA ethylene cracker unit, the first of its kind in southern India, with a 35 per cent petrochemical intensity—among the highest in the country. Supported by the Andhra Pradesh government, the project is expected to begin commercial operations by FY 2030, driving regional industrial growth and employment.
Cross-country Product Pipeline for Enhanced Logistics
BPCL, OIL and NRL also signed a tripartite MoU to enable the efficient evacuation of petroleum products following NRL’s expansion from 3 MMTPA to 9 MMTPA.
The agreement includes the joint construction of a 700-km pipeline from Siliguri to Mughalsarai via Muzaffarpur, with an estimated investment of Rs 35 billion. The pipeline will transport Motor Spirit (MS), High-Speed Diesel (HSD) and Aviation Turbine Fuel (ATF), and will be jointly owned by BPCL (50 per cent), with OIL and NRL sharing the remaining stake.
The collaboration will also enhance BPCL’s depots at Mughalsarai and Muzaffarpur, while establishing new facilities at Singrauli (Madhya Pradesh), Korba (Chhattisgarh), Khagaria (Bihar) and Tatanagar (Jharkhand) to strengthen downstream logistics.
MoU with FACT for Waste-to-Energy Initiative
Furthering its green energy and waste-to-energy initiatives, BPCL signed an MoU with FACT for the supply and trading of Fermented Organic Manure (FOM) and Liquid Fermented Organic Manure (LFOM) from BPCL’s upcoming Municipal Solid Waste (MSW)-based Compressed Biogas (CBG) Plant at Brahmapuram, near Kochi Refinery.
The plant will process 150 metric tons of municipal waste per day, generating 5.6 metric tons of CBG, along with 28 metric tons of FOM and 100 kilolitres of LFOM daily. This collaboration will enable FACT to market high-quality organic fertilisers, supporting sustainable agriculture and India’s green fuel vision.
The MoU was signed between Manoj Menon, Business Head (I&C), BPCL, and S. Sakthimani, Director (Finance), FACT, in the presence of Sanjay Khanna and Pankaj Jain.

Together, these three MoUs highlight BPCL’s comprehensive approach to expanding refining capacity, integrating petrochemicals, advancing green energy, and strengthening logistics infrastructure.
They collectively underscore BPCL’s alignment with the Government of India’s Atmanirbhar Bharat initiative—fostering self-reliance, sustainability, and long-term energy security for the nation.
