Manipur Convention Center PMC services submitted through a tender

Background:

Hanover Fairground, with its 496,000 sq. m. of indoor space and 58,000 sq. m. of outdoor space, is among the renowned convention centers that have laid the benchmark for others to follow suit. The Shenzhen World Exhibition & Convention Center, also known as Shenzhen World, is another such example. There are a lot of convention centers that have been established, keeping in mind that they can contribute enormously towards bolstering the local economy by attracting millions of visitors. Where does India fit in? is the question that arises. The Indian convention industry might still be in its nascent stages, but accessibility by car, train, or plane are important considerations. Top-notch technology, particularly audiovisual conferencing equipment, followed by high-fidelity recording and video projectors/graphs, combined with qualified staff, could help in ensuring these centers produce seamless events.

Manipur witnessed its first convention center in November 2004. The City Convention Center is currently undergoing construction, with a budget of Rs 53.89 crores approved under Special Plan Assistance. Following the inclusion of two escalators in the project plan in addition to furnishing the main auditorium with tables and chairs, the estimated cost has increased by Rs 21 crore.

But a state with so much diversity to offer has been scathed by waves of violence over land laws. The Protection of Manipur People Bill 2015, the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill 2015, and the Manipur Shops and Establishment (Second Amendment) Bill 2015 have been main points of contention. There is a need to delve deeper into the bigger issues of ethnicity, identity, and rights to natural resources rather than dismissing the situation in Manipur as the product of a parochial mindset. The City Convention Center that displays Manipur’s culture, history, and traditions could place Manipur within the purview of backwards regions that need more developmental projects.

In fact, the City Convention Center in Imphal has been witness to conferences and events being organized spanning across topics such as investment opportunities, art and culture, science, and technology, to name a few. Following India's assumption of the G20 Presidency on December 1, 2022, a conference on opportunities for multilateral business partnerships in ICT, tourism, healthcare, and handloom was held today at the City Convention Centre in Imphal. According to N Biren Singh, Manipur is India's Land Gateway to Southeast Asia, with a population of 2.72 million people and a land area of over 22,300 square kilometres. He also stated that the state has the ideal environment for implementing India's Act East Policy and that it serves as a bridge between Southeast Asia and India.

The Managing Director, Manipur Police Housing Corporation Ltd., Imphal, has invited bids on standard bidding documents and formats from reputed and eligible architectural consulting firms in two cover systems (Cover I and Cover II) for the selection of the firm to which the PMC contract may be awarded for providing design and project management services for the construction of the Manipur Convention Center at Thenguchingjin, Imphal East, including all services and the site development works in EPC mode.
