Haryana QAA Expands Inspections Across Public Works

The Quality Assurance Authority (QAA) in Haryana has expanded its inspection and auditing framework for public infrastructure projects across the state. Established in April 2023, the authority oversees quality standards for roads, buildings, bridges and other public utility structures.

Under the direction of Chief Minister Nayab Singh Saini, the QAA has completed technical audits of 25 major projects across multiple departments in two phases. The reviews examined design adequacy, compliance with Detailed Project Report provisions, construction quality, contract management, safety requirements and long-term sustainability.

The authority’s mandate includes developing and enforcing quality norms, accrediting testing laboratories and conducting compliance audits. It has also initiated the appointment of design consultants and third-party inspection agencies through tenders, with selected agencies to be empanelled for a three-year term subject to periodic reviews.

The Public Works Department, Urban Local Bodies, the Haryana State Industrial and Infrastructure Development Corporation and the Haryana Shehri Vikas Pradhikaran have participated in workshops organised to streamline quality assurance procedures. The collaborative sessions are intended to improve coordination between implementing departments and strengthen monitoring during project execution.

The QAA has partnered with the Quality Council of India to raise construction standards and establish stronger project management systems. As part of the measures, design consultants are now mandatory for all greenfield road projects, bridges, flyovers and road overbridges. The framework is intended to address technical and execution risks at the planning stage while improving the durability and safety of public assets across Haryana.
