Surat Dream City Gets Rs. 20 bn Infrastructure Push

The Gujarat government has approved a revised master plan for Surat Dream City, enabling investors to construct 2.5 times more built-up area and paving the way for infrastructure projects worth approximately Rs. 2 bn. The Khajod-based development is being positioned as a global commercial destination alongside its existing role as a diamond trading hub.

The revised plan places mixed-use development at the centre of the project, with 50 per cent of the total area allocated to integrated commercial activities. Roads will account for 33 per cent, public greenery for 15 per cent and utility facilities and other amenities for the remaining 2 per cent. The allocation increases the planned provision for roads and green spaces compared with the earlier master plan.

The Surat Municipal Corporation (SMC) has invited proposals for two plots measuring 7,000 square metres and 15,125 square metres in the 250-hectare development zone near the Surat Diamond Bourse. The revised Development Control Regulations permit buildings of up to 12 floors above the ground floor, subject to Airports Authority height restrictions. They also provide flexibility on road-facing margins, ground-floor commercial activity, arcades and common open spaces.

Development rights rates have been fixed across four value zones, ranging from Rs. 7,730 to Rs. 16,610 per square metre. Infrastructure valued at approximately Rs. 400 mn has already been developed, while the next phase is expected to involve projects worth about Rs. 2 bn. The Gujarat government has separately approved Rs. 100 mn for a Bharat Bazaar initiative, with Rs. 50 mn allocated in each of 2025-26 and 2026-27.

The project is being developed through Diamond Research and Mercantile City Company, a government-owned special purpose vehicle. The Gujarat government holds 75 per cent equity, SMC 20 per cent and the Surat Urban Development Authority (SUDA) 5 per cent. A pre-bid meeting for the plot allotment is scheduled for October 28, with proposals due by November 17. Payments can be made in four instalments over two years, while construction must be completed within four years. SMC also plans to market the development in Ahmedabad, Mumbai and Kolkata.
