The Mumbai Metropolitan Region Development Authority (MMRDA) is targeting the completion of all its ongoing infrastructure projects by December 2028, a year ahead of its December 2029 deadline, Metropolitan Commissioner Dr Sanjay Mukherjee has said.Speaking at the sixth edition of the Real Estate & Infrastructure Investors' Summit (REIIS) 2026 in Mumbai, Mukherjee said the authority was developing an integrated network of roads, tunnels, sea links and Metro corridors under its broader vision of “Mumbai in 59 Minutes”.The objective is to improve east-west and north-south connectivity and reduce travel times across the Mumbai Metropolitan Region (MMR).MMRDA is developing around 10 major road and connectivity interventions linking key business districts, residential areas, airports, ports and emerging growth centres. The network includes connectivity through the Eastern Freeway, Mumbai Trans Harbour Link (MTHL), SCLR, JVLR and proposed sea-link corridors.Thane-Borivali tunnel advancesMukherjee said work on the Thane-Borivali twin-tunnel project was progressing, with two tunnel boring machines deployed for construction.Once operational, the tunnel is expected to reduce travel time between Thane and Borivali to around 15 minutes and provide a direct east-west connection between the two suburbs.MMRDA is also planning underground connectivity between the Mahim-Dharavi area, Bandra and Bandra Kurla Complex (BKC), with further links towards the airport, Western Express Highway and JVLR.337-km Metro network plannedThe road network will be complemented by an expanding Metro system, with MMRDA developing approximately 337 km of Metro corridors.The network will comprise 14 Metro lines, including four lines in the CIDCO region. Mukherjee also said the authority was exploring additional rapid mobility options, including pod taxis, for selected corridors.Mumbai 3.0 development plansMukherjee said the Mumbai 3.0 development vision covers around 323 sq km, including approximately 124 sq km of reserved land.The development strategy will focus on creating new urban growth centres while incorporating green spaces and improving overall liveability, he said.Rs 480-billion budget for infrastructureMMRDA's infrastructure expansion is supported by a budget of around Rs 480 billion, Mukherjee said. He added that financial discipline and timely project execution were important for controlling cost escalation and maintaining the financial viability of large infrastructure projects.The authority's infrastructure programme is expected to integrate Mumbai with Thane, Navi Mumbai, airport regions, western suburbs and emerging growth centres through a combination of Metro corridors, highways, link roads, tunnels and sea links.Mukherjee said the MMR would increasingly become a key driver of Maharashtra's economic growth, with the “Mumbai in 59 Minutes” vision guiding the development of the region's integrated mobility network.
