MOPR and DDWS Take Cleanliness Message to Panchayats

The Ministry of Panchayati Raj (MOPR) observed Swachhata Hi Seva (SHS) 2026 from 17 September to 2 October under the theme Swachhata Mein Sahbhag; Swachh Bharat, Viksit Bharat. Working with the Department of Drinking Water and Sanitation (DDWS), it issued a joint advisory to mobilise Panchayati Raj Institutions, rural local bodies and other stakeholders for the campaign.

The campaign focused on transforming Cleanliness Target Units and clean public places, Swachh Paathshala and youth participation, SafaiMitra Suraksha Evam Samman Shivir, public participation in cleanliness and Swachhata se Samriddhi. The two departments said their complementary roles were aimed at mobilising rural communities and sustaining sanitation activities through local institutions.

Panchayati Raj departments in states and Union Territories, panchayat representatives, officials and citizens participated in the programme. Union Minister of Panchayati Raj Rajiv Ranjan Singh, also known as Lalan Singh, and Minister of State for Panchayati Raj SP Singh Baghel used various media platforms to promote cleanliness as a way of life.

The campaign also included efforts to create awareness about the Solid Waste Management (SWM) Rules, 2026. On Swachh Bharat Diwas on 2 October, Special Gram Sabhas were organised across the country alongside the People’s Plan Campaign, Sabki Yojana Sabka Vikas, to inform stakeholders about the rules. Plantation drives were also held under the Ek Ped Maa Ke Naam initiative.

Singh participated in a cleanliness drive in Bihar’s Lakhisarai district and planted a sapling as part of the observance. Earlier, MOPR Secretary Vineet Joshi administered the Swachhata Pledge to ministry officials and staff. On 1 October, ministry personnel carried out Shramdaan at a public space opposite Prachin Hanuman Mandir in Connaught Place and acknowledged the contribution of Safai Mitras and Safai Karamcharis to maintaining public hygiene.
