Telangana Ratifies Appointment Date for Rs. 73.6 bn Godavari Scheme

The Telangana government has ratified June 24, 2026, as the appointment date for Package II of the Rs. 73.6 bn Godavari drinking water supply scheme. The package will provide pipelines and treatment infrastructure intended to fill Osmansagar and Himayatsagar as part of efforts to rejuvenate the Musi river.

The metropolitan area and urban development department issued the order following a request from the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB). The package was awarded to the Ramky-GVPR joint venture on June 23, 2025. HMWS&SB notified the appointment date a year later and sought government ratification in July.

The project received administrative sanction on January 25, 2025, and was divided into two packages. Its hybrid annuity contract provides for a 40 per cent government contribution and 60 per cent investment by the contractor. The water board has been directed to verify compliance with financial closure requirements and submit a report.

Package II includes pipelines from Ghanpur to Osmansagar and Muthangi, as well as a line from Kokapet to the Osmansagar conduit along the Outer Ring Road. It also includes a connection between Osmansagar and Himayatsagar, an 80-million-litre balancing reservoir, an 18-million-litre raw water reservoir, pump houses and electrical equipment at Ghanpur.

The works further cover a 120-million-litre-per-day water treatment plant at Osmansagar and a 70-million-litre-per-day unit at Himayatsagar. Storage reservoirs, a 22.5-million-litre balancing reservoir at Golden Mile, distribution pipelines and a pumping line to Budvel are also included. The contract provides for operation and maintenance for ten years.

The contractor submitted financial closure details on March 12, 2026. The government ratified the earlier notification after escrow and substitution agreements were submitted, subject to the concession agreement and applicable rules.
