J&K Rooftop Solar Mission Faces Six-Month Installation Gap

Jammu and Kashmir has 37,367 rooftop solar systems left to install in less than six months, and its current pace indicates a shortfall of nearly 18,000 systems against the target under the PM Surya Ghar: Muft Bijli Yojana. The assessment was presented by the Power Development Department during a review chaired by the Chief Secretary earlier this month.

By October 5, the Union territory had installed 46,133 systems, representing 55.24 per cent of its target of 83,500 households. This was ahead of the national achievement of 50.80 per cent. However, with the scheme deadline set for March 31, 2027, J&K needs to complete 6,227 installations each month, against its current monthly rate of 3,261.

The department’s projection puts total installations at about 65,699 by the deadline, leaving a gap of roughly 17,800 systems. Performance has varied between the two distribution utilities. Kashmir Power Distribution Corporation has completed 28,324 of its 44,000-system target, or 64.38 per cent, while Jammu Power Distribution Corporation has completed 17,809 of 39,500, or 45.09 per cent.

Finance has emerged as the principal constraint. Around 75 per cent of installations in Kashmir Power Distribution Corporation’s area depend on loans, but 17,416 of 61,566 applications across J&K have been rejected and 5,367 remain pending. Loan processing takes about 25 days, although the full process from registration to commissioning is intended to take about a month.

The department also cited inadequate outreach funding, shortages of technical staff and intermittent supplies of Tier-1 solar modules. Of 983 registered vendors, only about 300 are active, while one vendor has been blacklisted and notices have been issued to 51 inactive vendors. Officials have conducted 1,614 awareness campaigns, but the mission’s progress may depend on faster bank approvals, stronger vendor participation and additional government support.
