NDMC Buildings to Go Solar as SECI Drives Rooftop Deployment

The Solar Energy Corporation of India (SECI) has invited bids to develop around 3.68 MW of grid-connected rooftop and ground-mounted solar photovoltaic projects on buildings of the New Delhi Municipal Council (NDMC). The projects will be implemented under the Renewable Energy Service Company (RESCO) model, with SECI acting as the bidding agency for NDMC.

The Request for Selection (RfS), issued on October 7, 2026, seeks to appoint a Solar Power Developer (SPD) through tariff-based competitive bidding. The tender, designated RTSPV T-XV, covers an estimated cumulative capacity of 3,680 kW, although the final capacity and configuration at individual buildings will be determined following site assessments and due diligence.

The selected developer will design, engineer, supply, construct, test, commission, own and operate the solar systems. It will also obtain distribution company approvals, grid connectivity and net-metering permissions, and supply electricity to NDMC under a Power Purchase Agreement (PPA) lasting 25 years from the commercial operation date. Ownership of the projects and associated assets will transfer to NDMC after the PPA expires without additional financial liability for the municipal body.

SECI has set a ceiling tariff of Rs. 5.13/kWh. The tender will use a single-stage, two-envelope process involving techno-commercial and financial bids, with no e-reverse auction. A bidder, including its parent, affiliate, ultimate parent or group company, must bid for the entire 3,680 kW capacity; partial-capacity bids will be considered non-responsive.

The projects must comply with the applicable Approved List of Models and Manufacturers (ALMM) requirements, including the use of listed modules and cells. Bidders must have a minimum net worth of Rs. 33.12 mn and working capital of at least Rs. 41.4 mn. The selected developer must provide a Performance Bank Guarantee of Rs. 3,375/kW and declare a Capacity Utilisation Factor (CUF) of at least 15 per cent, with penalties applicable for energy shortfalls beyond permitted limits.
