SECI Floats Tender for 60 MW Solar Project in Bihar

The Solar Energy Corporation of India (SECI) has issued a tender for a 60 MWac inter-state transmission system-connected, ground-mounted solar photovoltaic (PV) power plant at Gaya in Bihar. The project covers design, engineering, supply, construction, erection, testing, commissioning and operation and maintenance (O&M). Online bids must be submitted by November 12, 2026.

The tender will use a single-stage, two-envelope bidding procedure. The successful bidder will be responsible for the complete development and commissioning of the plant, followed by comprehensive O&M for five years after successful commissioning and performance demonstration.

The O&M scope includes supplying and storing mandatory spare parts and consumables, as well as repairing or replacing defective equipment. The contract will be divided into two components, covering supplies and services on one side and O&M on the other. SECI has also mandated the use of domestically manufactured solar PV cells and modules included in the Approved List of Models and Manufacturers.

Bidders must submit an earnest money deposit of Rs. 64.36 mn and a tender processing fee of Rs. 25,000, plus goods and services tax. The financial eligibility criteria require a minimum average annual turnover of Rs. 965.4 mn during the previous three financial years. Applicants must also have a positive net worth in the last financial year.

The minimum working capital requirement has been set at Rs. 536.3 mn. Bidders that do not have adequate working capital may instead provide a bank letter confirming access to a credit line of at least Rs. 536.3 mn. The letter must be issued by a bank with a net worth of not less than Rs. 5 bn. The tender is expected to support the development of utility-scale renewable generation capacity in Bihar while requiring compliance with domestic manufacturing criteria.
