UP govt to launch trust-based building plan approval system

In a bid to revolutionize the approval process for building maps and layouts within the state, Uttar Pradesh is set to launch a new system known as FASTPAS, short for "fast and simplified trust-based plan approval system." The introduction of this system comes as a response to the limitations of the existing platform, which does not encompass the latest tools and concepts introduced by the state to promote urban development.

FASTPAS will offer applicants a host of advantages, including the ability to acquire additional Floor Area Ratio (FAR), facilitate changes in land use, and access compensatory FAR, among other options.

One pivotal factor behind this transition is the realization that the current Online Building Plan Approval System (OBPAS), implemented in 2019, was developed through a public-private partnership (PPP) model involving a private IT company engaged by the housing department. The department, however, did not have complete ownership of the data. Ranvir Prasad, Housing Commissioner and Secretary of the department, highlighted that this time, both the source code and dynamic link-library (DLL) will be acquired from the company, and all data collected will be the exclusive property of the department.

FASTPAS is set to serve as a comprehensive single-window system, seamlessly integrated with internal and external agencies to facilitate the acquisition of no-objection certificates and clearances. This move is expected to bring about a significant enhancement in the efficiency and transparency of the building approval process within Uttar Pradesh.
