Construction ban in Noida's Sports City

Noida's Sports City projects, under scrutiny since a performance audit by the Comptroller and Auditor General (CAG), may see a turnaround based on recommendations from the Uttar Pradesh assembly's Public Accounts Committee (PAC).

The PAC has proposed that construction work at Sector 150 could resume if developers adhere to the original land use formula, dedicating 70% of the area to sports facilities and 30% to housing or commercial complexes.

Following the CAG report's findings that developers prioritised housing projects over sports infrastructure, the Noida Authority initially halted construction across all four Sports Cities, including sectors 78, 79, 101, and 152. However, in November 2023, the PAC instructed Noida to consider approving a revised layout from Lotus Greens, provided the developer settled its Rs 12 billion dues and met the 70-30 land use requirement.

Noida Authority, CEO Lokesh M indicated, ?We are currently evaluating the revised map submitted by Lotus and see if it meets all parameters. The Authority may revoke the decisions taken in the 201st board meeting in Jan 2021 to ban all construction work in the Sports Cities?. This decision aligns with Noida's stance to withhold building plan approvals until developers fulfil their obligations regarding sports infrastructure and land use norms.

The Sector 150 project, spanning 132.9 hectares, was allocated to Lotus Greens in 2017. It involves a consortium of developers, with some projects already constructed by partners like Tata, Samriddhi, Eldeco, Homekraft, and Godrej.

The four developers of Sports City created third-party rights for 74 plots and allotted them to other companies, out of which 45 projects were approved.

The sports facilities to be developed include a golf course, a cricket academy, a swimming centre, a multipurpose playground and a tennis academy.

However, registries have not occurred due to incomplete projects and failure to meet license conditions. The upcoming board meeting in March may address the possibility of registering 15,000. The CEO told the Times of India, "The Noida Authority board has the power to decide on this matter as a decision in this regard was also taken in the 201st board meeting".
