OPEC+ to Keep December Oil Output Targets Unchanged

The Organization of the Petroleum Exporting Countries and allied producers, known as OPEC+, have agreed in principle to keep their December oil production targets unchanged, according to a Reuters report. The decision would mark a pause in output policy adjustments as the group prepares to negotiate production quotas for 2027.

The understanding was reached before an online meeting of seven key OPEC+ members: Saudi Arabia, Russia, Iraq, Kuwait, Algeria, Kazakhstan and Oman. The meeting is focused on production policy and comes as Gulf producers increase exports that had been disrupted for months by the Iran war.

Most of the Gulf producers remain below their assigned output targets despite the recovery in exports, the report said. OPEC+ completed the phased rollback of a 1.65 mn barrels per day (bpd) production cut in September, after the reduction was initially agreed upon in 2023.

The group continues to maintain another layer of production cuts of around 2 mn bpd for most members through the end of 2026. Keeping December targets steady would be consistent with expectations that OPEC+ will avoid further changes to its production policy during the fourth quarter and concentrate on setting output levels for 2027.

OPEC+ is also scheduled to complete a review of members’ production capacities during the fourth quarter. The assessment will establish baseline levels for 2027, which will be used to allocate production quotas and guide plans for unwinding the remaining supply cuts.

The review is expected to play an important role in determining how future quotas are distributed among members. The group’s decision to maintain current targets would give producers greater clarity while negotiations over capacity baselines and 2027 production levels continue.
