Ludhiana’s Rs. 1.62 bn Road Project Put on Hold

Administrative delays have stalled Ludhiana’s World-Class Roads project, with the Municipal Corporation Ludhiana putting the Rs. 1.62 bn initiative on hold about 10 months after its announcement. The civic body had issued a request for proposal and received bids, but work cannot proceed until the state government provides formal approval.

The project was designed to transform the city’s streets into safer, more inclusive and sustainable public spaces. It covered 15 km across 10 important corridors and followed a complete-street approach that prioritised pedestrians, cyclists, public transport users and street vendors alongside motorised traffic.

The plan included 5.3 km of accessible footpaths, 15.7 km of cycle lanes, 250 organised vending spaces, 40 rain and sun shelters, 10 public toilets and 36 water ATMs. It also provided for new stormwater drains, LED street lighting, landscaping and junction improvements.

The project’s green infrastructure measures included a commitment to avoid tree cutting, plant 3,633 new trees and build 54 rainwater harvesting pits. It was piloted by the Punjab Infrastructure Development Board and structured under a hybrid annuity model, with the concessionaire responsible for construction quality and long-term maintenance.

The annual maintenance cost was estimated at 2.5 per cent of the construction value. Planned accessibility features included kerb ramps, tactile paving, zebra crossings and tabletop crossings. Proposed corridors included the routes from Sherpur Chowk to Jagraon Bridge, Model Town Road and Gill Canal Bridge to Gill Village, with individual design themes intended to reflect Ludhiana’s heritage and future development.
