C&D sites pay Rs 3 cr fine for violating C&D waste management rules

According to the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM), Delhi and National Capital Region (NCR) have inspected 6,596 construction and demolition (C&D) sites, out of which 963 sites are non-compliant with various C&D Waste Management Rules and dust mitigation measures.

Approximately Rs 3 crore was levied as environmental compensation against the defaulting sites, rather than ordering stopping the work at 52 site locations.

CAQM said that the dust from C&D sites is a major cause of air pollution. It has been taken up with other state governments for strict compliance with dust mitigation measures at C&D sites. Following the directions of the Commission, it has been deployed in the C&D locations in the state.

It said that C&D activities generate a huge amount of dust and significantly affect air quality.

From 1 to 15 October, 112 teams, 37 from Delhi, 30 from Haryana, 20 in Rajasthan, 25 in NCR districts, were deployed to conduct inspections of the C&D sites. Overall, 1,268 sites were inspected, 1.017 in Delhi, 98 in Haryana, and 153 in NCR districts. CAQM told the media that 60 vehicles were violating the dust mitigation norms, and Rs 81,20,000 was imposed and collected as an Encumbrance Certificate (EC) from the violating vehicles and C&D sites.

For controlling dust from C&D sites, activities need to be strictly monitored for compliance with dust control initiatives, the CAQM said.
