Centre Strengthens Waste Management Law, Says Bhupender Yadav

The Centre has strengthened India’s legal framework for waste management by introducing sector-specific rules for different waste streams, including plastic waste, battery waste, e-waste and waste tyres, Environment Minister Bhupender Yadav said on Thursday. The changes are intended to improve waste prevention, recycling, reuse, remanufacturing and resource recovery across the product life cycle.

Yadav made the remarks while addressing the Circular Economy Conference organised by the Confederation of Indian Industry in New Delhi. He said 49.96 mn t of waste had been processed across regulated waste streams so far, while more than 86,043 producers and 4,880 recyclers had registered under Extended Producer Responsibility (EPR) frameworks.

Under the framework, producers, importers and brand owners are required to ensure the environmentally sound management of products at the end of their usable life. The system places responsibility on businesses to account for the waste generated by products and to support its appropriate collection, processing and recovery.

The minister said transfers of EPR certificates had created financial incentives for recyclers. These incentives were supporting capacity expansion, technological advancement and higher recycling, while also contributing to job creation and livelihoods across the recycling value chain.

On plastic waste management, Yadav called for closer coordination between producers and recyclers. He said the sector needed to address concerns about the availability of recyclable material and recycling capacity, while ensuring that the framework delivered outcomes beyond the issuance of certificates.

The broader objectives included creating jobs, strengthening local industry capacity, promoting knowledge-sharing and advancing technology, he said. The government’s sector-specific approach is focused on linking product responsibility with resource recovery and the development of a circular economy.
