Delhi Government yet to Finalise Vendors for Rooftop Solar Scheme

The Delhi government has not yet finalised vendors to install rooftop solar panels, despite receiving 114,269 applications since registrations opened on September 21. No surveys of applicants’ homes have started because the vendor appointment process remains pending.

South and West Delhi, served by BSES Rajdhani Power, recorded the highest number of applications at 44,282. Central and East Delhi, supplied by BSES Yamuna Power, followed with 35,220 applications, while areas under Tata Power Delhi Distribution recorded 34,963 applications.

Within the Tata Power Delhi Distribution areas, Bawana reported 6,619 applications, followed by Narela with 4,812 and Shalimar Bagh with 4,307. The revised policy provides a Rs. 78,000 central subsidy under the PM Surya Ghar Muft Bijli Yojana and an additional Rs. 78,000 from the Delhi government for rooftop systems of up to 3 kW.

Vendors will be selected through separate tenders for each electricity distribution company, or discom. Indraprastha Power Generation Company will conduct competitive bidding and coordinate installations, vendor management and grievance redressal. Officials said the tender had been finalised and would be floated soon, with the process expected to begin within a month.

Home surveys will be conducted after vendor selection, allowing installations to begin later. The delay makes it unlikely that work will start before Diwali. Applications will remain open until February 27, 2027, and benefits will be provided to the first 220,000 eligible applicants on a first-come, first-served basis.

Under the second amendment to the Delhi Solar Energy Policy-2025, the government aims to facilitate installations on 230,000 rooftops by March 2027. It estimates that the initiative could help consumers save a combined Rs. 1.38 bn on electricity purchases, including subsidies. The pending vendor appointment has therefore left applicants waiting despite the registration portal remaining operational.
