The assignment will also cover evacuation infrastructure and associated 220 kV transmission lines.

The project is planned across three units of 75 MW each, comprising grid-connected floating solar photovoltaic systems on the Upper Indravati reservoir. The BESS will be located on land identified by Odisha Power Transmission Corporation at the Padapaddar substation. The work must comply with the World Bank and International Finance Corporation (IFC) Performance Standards, 2012, as well as national and state regulations.

The tender scope also requires specialised technical studies, including a critical habitat assessment, water quality modelling for thermal stratification and dissolved oxygen impacts, synthetic oil spill modelling for floating transformers, and a climate change risk assessment based on Intergovernmental Panel on Climate Change frameworks. Bidders must demonstrate an average annual turnover of at least Rs. 50 mn from consultancy services during the preceding three financial years. They must also provide bid security of Rs. 100,000, while the successful bidder will submit performance security of Rs. 250,000 within 20 days of receiving the work order.
