GRIDCO Floats Consultancy Tender For 225 MW Floating Solar Project

Grid Corporation of Odisha has issued a request for proposals for consultancy services to undertake an environmental and social impact assessment (ESIA) for the proposed Upper Indravati floating solar park. GRIDCO has been designated as the nodal agency for floating solar development in the state and plans to develop three grid-connected floating solar plants of 75 megawatt (MW) each, with a cumulative capacity of 225 MW on the Upper Indravati reservoir; the project includes associated evacuation and transmission infrastructure. The deadline for bid submission is June third, 2026.

The scope of work requires a detailed assessment of environmental and social impacts in line with requirements of the Government of Odisha, the Government of India and applicable international standards. The study will define project characteristics and its area of influence, establish baseline environmental and social conditions, and identify potential impacts across all phases, including pre-construction, construction, operations and decommissioning. Bidders must submit a bid security of Rs 0.1 million (Rs 0.1 mn), valid for 120 days.

Bidders may participate as a single entity or as a consortium of up to two members and must have completed at least three ESIA studies, or three environmental and three social assessments in the renewable energy sector including transmission projects in India over the last five years. Financial eligibility requires a minimum average turnover of Rs 100 million (Rs 100 mn) from consultancy services over the last three financial years, supported by audited financial statements. The tender document can be accessed on the publisher website.

The procurement seeks consultants to support assessment, mitigation and monitoring measures and to help define project design and implementation arrangements. The tender reflects GRIDCO's intent to follow recognised standards while advancing floating solar capacity in the state and to ensure that environmental and social considerations are integrated into planning and execution.
