HPCL Rajasthan Refinery Nears Completion

The HPCL Rajasthan Refinery Limited (HRRL) project — a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Rajasthan Government — is set to be completed next month, a senior official has confirmed.
Located at Pachpadra near Balotra in Barmer district, the public-sector refinery and petrochemical complex marks a significant milestone in India’s downstream energy infrastructure. Prime Minister Narendra Modi laid the foundation stone for the project in 2018.
HPCL holds a 74 per cent stake, while the Rajasthan Government owns the remaining 26 per cent. The Rs 430 billion project involves establishing a greenfield refinery and petrochemical complex with a capacity of nine Million Metric Tonnes Per Annum (MMTPA).
The facility features state-of-the-art technology and highly energy-efficient systems and processes. Of the total crude requirement, 7.5 MMTPA will be sourced from the Mundra terminal in Gujarat, located about 495 km away, while 1.5 MMTPA will be supplied from the Mangla crude oil terminal in Barmer, 75 km from the site.
As part of its corporate social responsibility (CSR) initiatives, HRRL has undertaken several community development projects in the Balotra and Pachpadra regions. These include constructing a school and a hospital at Sambhra village to improve local education and healthcare infrastructure.
