Military Engineer Services seeks bids for 1 MW solar project

The Military Engineer Services (MES) has announced the issuance of a tender for the installation of a 1 MW rooftop solar power project at the Air Force Station, GE (AF) Sulur, Tamil Nadu. It was stated that the last date for the submission of bids is November 11, 2023, and the bids will be opened on November 13.

It was further explained that contractors who had not previously furnished a standing security bond or deposit in any MES formation were required to submit an individual security deposit once their tender was accepted. The amount of this deposit would be determined based on the tendered cost, in accordance with MES?s guidelines for calculating Earnest Money Deposit. This deposit would have a 25% increase, capped at a maximum of Rs 1.8 million.

The successful bidder, upon acceptance of their tender, was obligated to provide a performance bank guarantee within 28 days of receiving the Letter of Acceptance. This guarantee was expected to be worth 5% of the contract sum.

Regarding the qualifications for participating in the tender, it was stated that bidders must fulfill certain criteria for works carried out in MES, other central/state government, or PSU projects. These criteria included completing three works with a cost of not less than 40% of the estimated cost, or two works with a cost of not less than 50% of the estimated cost, or one work with a cost of not less than 80% of the estimated cost.

Additionally, bidders were required to demonstrate an average annual turnover for the last two consecutive financial years of at least Rs 60 million. They also needed to possess a solvency of up to Rs 20 million or financial engagement capacity of up to Rs 75 million obtained from a nationalised bank.
