Rajasthan Drafts Building Code Mandating EV Charging And Renewables

The Rajasthan government has drafted a new building code that will require electric vehicle charging infrastructure and use of renewable energy in new developments. The draft, prepared by the state urban development department in consultation with technical experts, sets baseline standards for construction, energy use and parking provisions to support the transition to cleaner transport and distributed generation. Officials said the objective is to align urban growth with national clean energy goals while improving liveability in rapidly expanding towns and cities.

The code mandates that multi-storey residential and commercial projects include dedicated spaces and electrical provision for vehicle charging at the design stage. Developers will be required to provide infrastructure that allows for later installation of charging stations and to supply adequate electric capacity for concurrent charging where feasible. The draft also outlines technical specifications for cabling, protective devices and metering to ensure safety and compatibility with the distribution network.

In addition, the draft prescribes deployment of rooftop solar and other renewable measures for larger buildings and planned estates, alongside incentives for net metering and renewable purchase obligations for certain categories. The rules encourage integration of energy storage and demand management to reduce peak loads and facilitate grid stability as uptake of electric vehicles increases. Energy efficiency norms and water conservation measures are embedded in the code to lower operational costs and reduce emissions over the life of buildings.

The state has opened the draft for stakeholder consultation and is seeking feedback from municipalities, utilities and developers before finalisation. Implementation will involve coordination with local bodies and power distribution companies to enable permitting, inspections and grid upgrades where required.
