Government Clears PPP Redevelopment Of Ashok And Samrat Hotels

The central government has approved redevelopment of two brownfield hotels in New Delhi under the National Monetisation Pipeline 2.0, according to a NITI Aayog report. The projects concern Hotel Ashok and Hotel Samrat in the national capital. The planned private sector investment linked to the projects has been treated as monetisation proceeds under the pipeline. The total proposed investment for the two projects is Rs 12 billion (bn).

Rs 8.2 bn has been earmarked for The Ashok and Rs 3.8 bn for Hotel Samrat after conversion of the original values. The Ashok redevelopment is larger and is expected to be awarded early in NMP 2.0, with the award targeted in the financial year 2027. The Samrat project is expected later and is targeted for the financial year 2030.

Both asset classes will use the direct contractual method, primarily through public private partnership contracts, and the central government has said that monetisation value will arise from private sector investment for development. The projects are structured as partnership arrangements and the investment has been recorded as direct investment in the NMP estimates. Public private partnership is set out as a fixed term contract between a public entity and a private entity for provision of assets or services, with allocation of risk and contractual performance standards.

Hotel Ashok, built in 1956, is a deluxe property in the Diplomatic Enclave of Chanakyapuri and is owned and operated by the India Tourism Development Corporation, a central public sector undertaking under the Ministry of Tourism. Hotel Samrat is also managed by the India Tourism Development Corporation and is situated in central New Delhi. The projects form part of the NMP 2.0 portfolio intended to attract long term private investment into public sector holdings. The NITI Aayog report frames the redevelopments as monetisation by contract rather than sale.
