India And Nepal Draft Roadmap For Flood Control And Irrigation Cooperation

India and Nepal have drafted a roadmap to enhance cooperation on flood control and irrigation, signalling a renewed focus on shared river management. The document outlines priorities for collaboration on early warning systems, catchment area management and coordinated infrastructure planning. Officials in both capitals will implement technical exchanges and joint assessments to reduce flood risk and improve water use. The roadmap builds on sustained bilateral dialogue on transboundary water issues and institutional cooperation.

The roadmap calls for routine sharing of river flow and rainfall data and the establishment of joint hydrological modelling to enhance flood forecasting. It proposes a bilateral technical committee to oversee data exchange and to coordinate project design. Capacity building and training for engineers and planners form a key element of the plan.

Plans include coordinated planning of embankments, retention basins and improved drainage to reduce downstream impact. Irrigation cooperation seeks to optimise seasonal water allocation and to modernise canal networks for efficient delivery. Emphasis is placed on environmentally sensitive approaches that preserve river ecosystems while supporting agricultural resilience.

Implementation will involve national water ministries, river basin authorities and local governments working with technical partners. The roadmap envisages phased action across priority river basins and sets out mechanisms for project appraisal, monitoring and dispute resolution. It also envisages leveraging technical assistance from regional partners to aid design and implementation. Financial planning and resource mobilisation will be aligned with national priorities.

The roadmap aims to strengthen bilateral ties and to provide a framework for sustainable water management in the face of changing climatic patterns. Enhanced cooperation on flood control and irrigation is positioned as delivering benefits for farmers, urban communities and infrastructure resilience. Both sides will review progress through regular meetings under the bilateral cooperation framework. The framework also seeks to integrate community stakeholders and local institutions in project implementation.
