India Enhances Cyber Defences for Critical Infrastructure

The Government of India remains acutely aware of the cyber threats facing the country’s digital and physical infrastructure. Its policies are focused on fostering a safe, trusted, and accountable cyberspace for all users. Several initiatives are being implemented to strengthen cyber security across critical sectors such as power, transport, and banking, ensuring their continuous and secure operation.
The Indian Computer Emergency Response Team (CERT-In) and the National Critical Information Infrastructure Protection Centre (NCIIPC) undertake cyber security audits under the Information Technology Act and related regulations. CERT-In has empanelled 200 cyber security organisations to conduct these audits.
Among key measures taken to bolster cyber resilience:
1. Sector-Specific CSIRTs: CERT-In has issued guidelines for the establishment of State and Sectoral Computer Security Incident Response Teams (CSIRTs). CSIRT-Fin (Finance sector) and CSIRT-Power (Power sector) are already operational, tasked with coordinating sector-specific cyber issues and enhancing resilience.
2. Indigenous Tools by C-DAC: The Centre for Development of Advanced Computing (C-DAC) has developed a suite of indigenous cyber security tools, including mobile security systems, digital forensics tools, and log analytics platforms, thereby reducing dependence on foreign technologies.
3. Cyber Crisis Management Plan (CCMP): CERT-In has devised a national CCMP for all government bodies to counter cyber-attacks and cyber terrorism. This plan provides a strategic framework to guide recovery efforts and improve institutional resilience.
o CERT-In has also published guidelines and templates to assist the creation and implementation of crisis management plans at the state and sectoral levels.
4. Awareness and Training Workshops: CERT-In regularly organises capacity-building workshops for government departments and key institutions. So far, 205 CCMP workshops have been conducted to familiarise stakeholders with the evolving cyber threat landscape and response protocols.
