NHAI Approves Flyover, Underpass Near Cyber City

The National Highways Authority of India (NHAI) has granted in-principle approval to DLF for constructing a three-lane flyover from Ambience Mall to Cyber City and a three-lane underpass from Moulsari Avenue towards Delhi beneath the Delhi-Gurgaon Expressway. The projects are intended to reduce congestion between Sirhaul and Shankar Chowk.

The Haryana government had earlier approved the proposal. Under the NHAI approval, DLF will bear full financial and execution responsibility, comply with applicable highway authority policies and deposit all prescribed charges, including fees and performance-related bank guarantees.

The flyover will begin at the U-turn underpass on the Delhi-Gurgaon Expressway near Ambience Mall and extend towards Cyber City on the Delhi-Jaipur side. It will provide direct connectivity between the mall and Cyber City, helping vehicles avoid conflicts at Moulsari Avenue and Shankar Chowk, as well as traffic moving towards Gurugram and Jaipur. The structure will run parallel to the existing highway flyover and above the service road.

The proposed underpass will connect Moulsari Avenue Road towards Delhi, enabling vehicles to pass beneath the expressway and join Delhi-bound traffic through the middle lanes. NHAI has stipulated that any reduction in the service road’s existing lane configuration during construction must be offset by equivalent carriageway width at grade on both sides, so that the corridor’s overall traffic capacity is maintained.

Before construction begins, a competent agency must submit engineering drawings, design calculations, traffic studies, structural designs, drainage arrangements and road-safety measures for NHAI approval. A detailed traffic management plan, approved by the traffic department, will also be required before each construction stage. DLF is expected to spend between Rs. 1.3 bn and Rs. 1.4 bn on the two projects, according to a company official.
