Consultancy tender issued by Railways for 500 MW Solar Projects

For a 500 MW grid-connected solar project in Pavagada in Karnataka, IRCON Renewable Power (IRPL), a division of the Union government-owned IRCON International, has issued an invitation for bids to hire a project management consultant (PMC). The project will cost approximately INR 55.7 million. By September 2024, the consultant must finish the project. The bids must be submitted by February 02, 2023 and the next day, the bids will be revealed.

The scope of work includes providing project management services, such as setting up communication protocols, keeping track of project advancement, creating reports, keeping track of quality, health, safety, and environmental compliance, keeping track of procurement schedules, and issuing work completion and material delivery certificates. The bidders must pay a participation fee of INR 20,000 with INR 796,200 earnest money deposit is required from each bidder. The chosen consultant must provide performance security equal to 3% of the project's cost.

In accordance with the Udyog Aadhaar Memorandum, Micro and Small Enterprises (MSEs) are excluded from paying bid fees and earnest money deposits. No exceptions will be made for performance security. Bidders must have the necessary experience in providing consulting services for three projects of a similar nature that each cost at least INR 20.88 million, two projects of a similar nature that cost at least INR 27.84 million, or one project of a similar nature that costs at least INR 41.77 million.

Bidders must also possess at least seven years of experience serving as project or construction management consultants for at least one solar project in India with a minimum capacity of 50 MW and a minimum cumulative capacity of 200 MW.
