Jal Jeevan Mission: Himachal Pradesh to achieve ‘Har Ghar Jal’

The Himachal Pradesh government has presented its Annual Action Plan under the Jal Jeevan Mission (JJM) for FY2022 before the Ministry of Jal Shakti.

While presenting the plan termed as ‘Jal Shakti Vibhag’, the state government informed its target to achieve ‘Har Ghar Jal’ target by July 2022. In 2021-22, Himachal Pradesh plans to provide 2.08 lakh tap water connections across the state Himachal Pradesh has 17.04 lakh rural households, out of which 13.02 lakh (76.41%) have assured tap water supply. Since the announcement of the JJM in August 2019, more than five lakh tap water connections has been provided and so far 8,458 villages in the state have been declared ‘Har Ghar Jal’, which means every rural household in these villages has a tap water supply. Based on the plan, the state was requested to make more districts fully saturated. Currently, three districts of the state—Una, Kinnaur and Lahul & Spiti are ‘Har Ghar Jal’ districts. All the schools and anganwadi centres have already been covered under the 100-day campaign and all these institutions in the state have piped water supply.

In 2020-21, Himachal Pradesh was allocated a central grant of Rs 326 crore to provide assured tap water supply in rural areas, and state had drawn a central fund of Rs 548 crore, which includes an incentive grant of Rs 221 crore owing to better performance. In 2021-22, the state is likely to get around Rs 700 crore as a central grant to take up various works.

JJM is a flagship programme of the Indian government. which is being implemented in partnership with the states with the aim to provide tap water connection in every rural household by 2024.

Under JJM, in 2021-22, in addition to Rs 50,011 crore budgetary allocation, there is also Rs 26,940 crore assured fund available under the 15th Finance Commission tied-grant to RLB/ PRIs for water and sanitation, matching state share and externally aided as well as state-funded projects. In 2021-22, over Rs 1 lakh crore is planned to be invested in the country to ensure tap water supply to rural homes.
