GPCL to build 1 MW of rooftop solar projects at Sun Temple, Modhera

Gujarat Power Corporation Limited (GPCL) has allocated engineering, procurement, and construction (EPC) tender to install a minimum of 1 MW of rooftop solar projects on Sun Temple and Modhera town and the affected project area in the Mehsana district of the state.

The last date to submit online bids is February 28, 2022. On February 11 and February 15, the pre-bid meetings would take place. GPCL would display the opening bid date to technically qualified bidders.

Bidders have to give Rs 1.86 million as an earnest money deposit. The successful bidder must also submit 10% of the engineering, procurement, and construction (EPC) contract value, excluding Goods and Services Tax (GST), as a performance bank guarantee within two weeks after the letter of intent (LoI) has been issued.

The work includes a smart integrated energy project that comprises 1,000 residential rooftop solar systems, with a 1 kW capacity each in Sujanpura, Modhera, and Samalaiyapara village households in the Mehsana district. Out of which, a minimum of 500 systems should be grid-connected.

The vendors should also install 250 kW of rooftop solar systems on different government buildings in mentioned villages in the district.

The bidders would be responsible for the engineering, design, supply, procurement, construction, erection, testing, and commissioning of the entire 1 MW of grid-connected rooftop solar systems.

After these projects, the successful bidder should also deliver ten years of comprehensive operation and maintenance services.

To take part in the competitive bidding process, after April 1, 2016, bidders must have installed and commissioned rooftop solar projects totalling 500 kW or more.

The net worth of the bidders should not be less than Rs 20 million in the previous three financial years.

The successful bidder should commission rooftop solar systems within 45 days from the date of the letter of intent.

If the bidder fails within the given time, liquidated damages would be levied to a maximum of 5% of the EPC contract value.

As per the tender document, the successful bidder should provide solar modules with 72 cells, and modules should be according to the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.

The successful bidder must give a ten-year warranty for solar modules.The peak power output of the solar modules should not be less than 90% at the end of 10 years and 80% at 25 years.

In October 2021, the Gujarat Urja Vikas Nigam Limited (GUVNL) decided to permit enrollment of residential rooftop solar applications for over 750 MW capacity from empanelled vendors for the financial year (FY) 2020-21 under the SURYA Gujarat program.
