GSECL floats tenders for EPC services for 15MW wind project in Kutch

The Gujarat State Electricity Corporation (GSECL) has invited bids for engineering, procurement, and construction (EPC) services for a 15-megawatt wind project in Gujarat's Kutch area.

The winning bidder will be responsible for the project's operation and maintenance for the next 25 years.

The estimated cost of the project is $11.54 million. The successful bidders have 15 months to commission the project from the date of the letter of intent. The deadline for submitting online bids is July 12, 2022. On July 5, a pre-bid meeting would be held.

Bidders must pay a deposit of $115,368 as earnest money. Within seven days of the contract being awarded, the contractor must provide a security deposit and bank guarantee in the amount of 10% of the contract's agreed value.

The minimum given project capacity should be 15 MW (+ 5%).

Bidders must have the name and model of the wind power generator they are offering listed in the Revised List of Models and Manufacturers (RLMM) issued by the National Institute of Wind Energy (NIWE), the Ministry of New and Renewable Energy (MNRE), and the Government of India. The wind electric generator model should have a rating of at least 2.000 kW.

As of the bid submission date, bidders must have designed, engineered, manufactured, supplied, erected, tested, and commissioned wind power projects with an aggregate capacity of not less than 15 MW and wind electric generators with a unit rating of 2,000 kW or higher in any one year in the previous seven years.

The bidder should have installed and commissioned the quoted type of wind-electric generator and should have been in service for at least one year.

For building wind and renewable energy projects in India and Gujarat, each piece of equipment must be modern and meet all legal standards. Type certification from a recognised test house, such as RISO Denmark, Germanischer LLOYD Germany, NIWE, or any other agency certified by MNRE, is required for the model of wind-electric generator mentioned.

As of the bid submission date, bidders must have operated and maintained at least one 10 MW wind farm with wind energy generators rated at 2.000 kW or above for at least one year.

The wind power generator provider should have a vital component manufacturing facility in India, as well as maintenance and service facilities that are fully operational and have the necessary setup.

During the previous three financial years (FYs), the bids' total turnover should have been at least $11.54 million, and in the last FY, they should have had a positive net worth.
