GAIL seek Bids for 600 MW of Solar Projects in Gujarat

Gail India has issued a request for proposals for the design, supply, construction, erection, testing, and commissioning of 600 MW (6*100MW) of solar power projects at the Khavda Solar Park in Gujarat's Kutch region.

The winning bidder will also be responsible for the project's operation and maintenance (O&M) for ten years.

Only GAIL-approved vendors are permitted to participate in this tender. Each of these projects must be completed within 15 months of signing the agreement.

The deadline for bids is December 7, 2022. Bidders must submit an earnest money deposit of Rs 2.5 million ($30,778). The winning bidder must provide a bank guarantee for Rs 1 million (9$12,315) MW of DC capacity. The manufacturer's solar modules issued in favour of GAIL should be valid for 25 years and 90 days.

Solar modules should have a performance warranty of more than 90% for the first ten years and more than 80% for the next fifteen years. Furthermore, the modules should have a performance warranty of at least 98% for the first year of use.

For the first year, the degradation of solar modules should not exceed 2.5% for polycrystalline modules and 3% for monocrystalline modules. In any succeeding polycrystalline and monocrystalline module, it shouldn't be higher than 0.7%.

The bidder will need to provide an additional capacity of modules to help meet guaranteed generation during the entire O&M period if they anticipate any module degradation during the first year and any subsequent years that exceeds the permitted limit in order to avoid paying liquidated damages.

GAIL invited bids in August this year to hire a project management consultant (PMC) to set up a 10 MW ground mounted solar power project at GAIL's Vijaipur Complex in Madhya Pradesh's Guna district.

GAIL had previously issued a notice seeking to appoint solar engineering, procurement, and construction contractors, as well as operation and maintenance service providers.
