IES Taskforce Reviews Final Report on Power-Sector Digital Platform
The India Energy Stack (IES) Taskforce has reviewed its Final Report in New Delhi. The document sets out a strategy, architecture, governance framework and pathway to scale IES as digital public infrastructure for India’s power sector. The Ministry of Power constituted the Taskforce in June 2025.The report was presented by Prince Dhawan, Executive Director, REC Limited, and Swetha Ravi Kumar, Executive Director, FSR Global. Dr Ram Sewak Sharma, Chairperson of the Taskforce, outlined the way forward.IES is a common set of open standards and protocols designed to let utilities, regulators, market participants and consumers exchange data securely while existing systems continue to operate. Its “Register, Discover and Exchange” framework gives participants verifiable digital identities, helps systems find and verify one another, and enables data exchange using common schemas.Pilots have been implemented across six utilities in five states: Tata Power Mumbai, APEPDCL, DGVCL, PVVNL, BRPL and TPDDL. Consumers can access verifiable digital energy credentials, including the Consumer Energy Passport and Consumer Meter Digest, through DigiLocker in partnership with NeGD. Peer-to-peer energy transactions have also been demonstrated with participating utilities.IES specifications and schemas have been published openly. Priority use cases include generator schedule submissions to State Load Despatch Centres, single-window scheduling of bilateral transactions, verifiable Open Access NOCs and standardised DISCOM filings. Work is also under way to convert CEA statutory reporting formats into machine-readable IES schemas. The Taskforce has recommended that power-sector stakeholders become IES-ready and that an institutional mechanism be established to steward specifications and oversee conformance certification. REC Limited is the nodal agency, with guidance from the Ministry of Power and FSR Global as knowledge partner.
