SJVN Invites Bids for 375 MW/1,500 MWh Standalone BESS in Uttar Pradesh

SJVN has issued a request for selection (RfS) to develop a 375 MW/1,500 MWh standalone battery energy storage system (BESS) in Uttar Pradesh under a build-own-operate model, with viability gap funding (VGF) support from the central government. This initiative aims to enhance grid reliability and cater to the increasing energy storage demands of the Uttar Pradesh Power Corporation (UPPCL).

The scope of work encompasses the design, financing, engineering, procurement, construction, operation, and maintenance of the BESS project. Bidders can propose capacities ranging from a minimum of 500 MWh (125 MW x 4 hours) to a maximum of 750 MWh (187.50 MW x 4 hours), with submissions required in multiples of 250 MWh. Strict adherence to grid standards, safety regulations, and performance benchmarks is mandatory, and bidders must have prior experience in battery storage projects.

The interconnection point for the project is designated at the Uttar Pradesh Power Transmission Corporation (UPPTCL) 400kV/220kV Garautha Substation in Jhansi District, with power injection into the state transmission utility network. Developers are responsible for securing connectivity approval. The project qualifies for VGF support of up to $31,141.20/MWh or 30% of the capital cost, whichever is lower. A 125 MW/400 MWh project could receive up to $12.46 million in VGF assistance.

Selected developers will enter into a 20-year battery energy storage purchase agreement with SJVN. Financially, bidders must demonstrate a net worth of at least $39,328.50/MWh of the quoted capacity as of the last date of the previous financial year or at least seven days before bid submission. They must also have an average annual turnover of $58,987.12/MWh over the last three financial years and a profit before depreciation, interest, and taxes of $11,798.12/MWh as of FY 2023-24 or within seven days before bid submission. Additionally, bidders must provide an in-principle sanction letter from a bank or financial institution confirming a line of credit of $32,762.12/MWh.

In its broader push towards sustainable energy, SJVN Green Energy, a subsidiary of SJVN, recently invited bids for consultancy services to develop a comprehensive roadmap, prepare a detailed project report, and draft a tender document for establishing a 25 MW green hydrogen project in Assam. Through these initiatives, SJVN continues to reinforce its commitment to renewable energy and grid resilience across India.
