TSCL floats tenders to install 2 MWAC ground-mounted solar plant

Thanjavur Smart City Limited (TSCL) has floated tenders to install a 2 MWAC (2.4 MWDC) ground-mounted solar project at Sirajudeen Nagar Sewage water treatment facility in Thanjavur, Tamil Nadu.

The deadline to present the proposals is December 29 this year. Technical proposals will be opened on the same day. The pre-bid meeting will be held on December 12.

Bidders must provide Rs 1.43 million as an earnest money deposit in the form of a demand draft or bank guarantee. The successful bidder must additionally present 2% of the agreement value as a performance bank guarantee within 14 days from the date of issue of letter of intent.

The scope of work comprises the design, engineering, acquisition, supply, packing, transportation, site development, construction, establishment, testing, erection, and launching of the system. The successful bidder must additionally render complete operations and maintenance (O&M) services for ten years. The project will be supported and held by Thanjavur Smart City.

The solar photovoltaic modules for the project must be of efficiency of more than 15.5 % for multi-crystalline and 17% for monocrystalline silicon-based modules with just positive tolerance. The fill factor of the module must not be lower than 72%. The minimum module rating must be 335 Watt at standard temperature conditions.

To be qualified, bidders must have established and launched grid-connected solar plants with 1.5 MW or above capacity for central government, state government, local body, or public sector units. Applicants should be empanelled or enrolled with the Tamil Nadu Energy Development Agency.

The minimum yearly average turnover of the bidders should be Rs 100 million in the past three financial years. In the solar sector, their minimum average yearly turnover must be Rs 50 million in the previous financial year. Their net worth should additionally be positive.

The successful bidder must launch the project within 180 days from the date of issue of the award letter.
